“十三五”时期社会保障建设的成就、问题与展望

“十三五”时期中国社会保障事业在社会救助、社会保险、社会福利及优抚政策方面取得了历史性进展,社会保障制度体系逐步完善,覆盖范围不断扩大,保障水平稳步提高,管理服务日趋规范,建成了世界上规模最大的社会保障体系,切实增强了人民群众的获得感、幸福感、安全感。“十四五”期间,面对新形势、新挑战,中国社会保障需要在社保政策定位、保障对象甄别、社保层次划分方面进行深化改革,不断提高社会保障建设质量,满足人民群众更高需求。     

从反美学到感性的回归——当代美学与艺术的一种新趋势

无论从美学史还是艺术史上看,美学与艺术始终保持着紧密联系。但是,当代艺术的骤变却走向了一条反对美学的道路。观念艺术和批判艺术均以推翻艺术自律为己任,颠覆了艺术与美学的基本关联。然而,1990年以来的艺术批评又开始呼唤回归美学。于是,在当代艺术批评领域形成了反对美学与回归美学分庭抗礼的局面。     

农村土地征收促进了农村家庭保险需求吗?——基于社区社会空间视角的实证研究

农村土地征收不仅表现出社区地理空间的变迁,并伴有明显的社区社会空间转变特征。由于农村家庭行为决策受社区社会行为影响较大,所以家庭在面对土地征收做决策时会将社区社会空间因素考虑在内。基于此,从理论和实证两个角度对农村土地征收的社会空间效应对农村家庭保险需求的影响加以研究。结果表明:一方面,农村土地征收通过社区财政收入、社区收入水平及社区劳动力外出就业等渠道,给家庭带来的社会-经济空间异化效应,抑制了农村家庭保险需求。另一方面,农村土地征收产生的社区社会空间集聚效应促进了农村社区家庭保险需求。因此,为了提高失地农民保障水平,促进失地农民多层次保障体系有效运行,农村社区政府应该积极完善财务透明制度和信息公开制度,以减少因土地征收带来的社会-经济空间异化对农村家庭保险购买的影响。同时,商业保险参与完善失地农民保障过程中需要合理利用土地征收后社区社会空间升级优势。     

医疗费用保险适用损失补偿原则之研究——兼评新《保险法》第46条的理解与适用

商业医疗费用保险是否适用损失补偿原则,是一个理论上争议不大但因现行立法的规定而争论不休的问题。同类案件不同的判决结果不仅影响到司法的公正,而且带来了保险市场的混乱。《保险法》的相关规定和保险监督管理机构的规定与保险原理相背。2009年2月28日我国《保险法》作了新的修订,但关于保险的分类及保险代位权等方面仍延续以前的规定,并没有从立法层面对实践中存在的问题作出实质回应。在医疗费用保险中是否适用损失补偿原则需要立法和司法层面的进一步明确,这不仅有利于确保司法机关裁判的统一性和权威性,而且对保险业的经营与发展有指引作用。

Federated searching and usability testing: Building the perfect beast

With the ubiquity of federated search tools as viable solutions for students and researchers to search across external sources and internal repositories, users have become more sophisticated in their application of this technology. With the goal of optimizing the user experience of its newly introduced federated search offering, Endeavor Information Systems employed usability testing to gain insights into the critical requirements of librarians and information professionals for this solution. The results of this analysis, conducted in concert with market research and customer focus groups, and their relevance to Endeavor's federated search technology are the focus of this article.     

The Impact of the Social Environment on Nursing Home Residents

ABSTRACT

This study contrasted the experienced quality of life of residents living on one of two nursing home units: a unit for those considered socially intact and a unit combining residents who had moderately impaired cognition or physical function with those requiring skilled nursing or therapy. Qualitative interviews were held with residents of both units. The findings indicate that the social environment of each of the units played a fundamental role in the residents' quality of life. The social environment affected the residents' conceptions of self, their interactions with other residents and their interactions with the nursing staff. The article suggests the processes behind the social environment of each floor that may have resulted in different perceptions of the quality of life.     

Exploring Policy and Financing Options for Long-Term Care in Taiwan

Summary

Policy and financing arrangements for long-term care are important themes in each country and/or region, and Taiwan, with its unique historic and politico-economic background, can be regarded as a bridge between well-developed and under-developed countries. Policy formulation about long-term care in Taiwan involves several agencies in the government, including Ministry of Health, Interior Affairs, Education, Insurance Bureau, and Economic Council, and formulation of policy objectives has progressed considerably in the last five years. Financing arrangements are less well-developed because the National Health Insurance Program began only in 1995, and most long-term care is not yet covered. As demand for long-term care exceeds supply, and this gap will grow in future, current resource allocation measures are concerned to facilitate the expansion of community care rather than allowing institutional care to absorb more resources. Developing future financing options is now a central task for policymaking, and government must continue to take a leading role in consolidating financing and integrating the service systems.

在政治更迭、文化变迁的大叙事中，小小的文字变化最能体现大时代的风貌。古有始皇帝威权下的“书同文”，今有上世纪五十年代初旨在“汉字拉丁化”的“文字简化运动”。简化字与繁体字争议的背后，是政治激进主义与文化保守主义的思想交锋，或者说是中华历史文化断裂与传承的别一选择。周清泉先生关于“汉字简化方案”实施中的管见，因于当时话语权被肆意剥夺而无处表达，本刊编发该文，一是提供关于汉字简化的反思与总结，二是彰显学人发表独立见解的历史进步。
